VILLAGE OF RICHFIELD SPRINGS PUBLIC HEARING AND

BOARD OF TRUSTEES MEETING

MINUTES AND ORDER OF BUSINESS

May 30, 2012 @ 5:00pm in the Public Library Memorial Room

Elected Officers:  Mayor Frohne, Trustees O’Connor, Moshier, Patrick, and Pierson
Appointed Officers:     Clerk – Dayle A. Barra      Treasurer – Donna Wells
Present: Mayor Frohne, Trustee O’Connor, Trustee Pierson, and Trustee Patrick. Trustee Moshier absent.

Motion to waive the reading and to approve the May 8th, 2012 Board Meeting minutes made by Trustee O’Connor, 2nd by Trustee Pierson. Trustees O’Connor, Pierson, Patrick, and Mayor Frohne all voted yes. Motion carried.

Zoning Enforcement Officer- Doug Bordinger reported the following properties not remedied as of 05/30:
    19 Lake St    20 Lake St    63 Main St    58 Church St    76 Church St
    16 Sylvan    Rte 20 lot    9 Park St    29 W James    218 Main St.
Motion to order the properties mowed and bill to owner with applicable charges and fines made by Trustee O’Connor, 2nd by Trustee Pierson – all voted yes.

Clerk - Dayle Barra

  • Abstract #23 Funds: General $4974.77, Water $12967.02, Sewer $6951.35, Cemetery $1230.60, Capitol Projects: 37228.28, Total: $64352.02. Motion to approve Abstract #23 made by Trustee Pierson, 2nd by Trustee O’Connor - all voted yes.


Treasurer – Donna Wells

  • Profit & Loss and Balance Sheet to each elected official.
  • Motion to pay clerk from deputy clerk line for last fiscal year paycheck made by Trustee O’Connor, 2nd by Trustee Pierson – all voted yes.
  • Motion to pay employees who open/close and perform walkthroughs for Spring Park events $50 for this service made by Trustee O’Connor, 2nd by Trustee Pierson – all voted yes.
  • Resolution to approve the following transfers made by Trustee O’Connor, 2nd by Trustee Pierson- all voted yes.


    $150.00 from A1990.4 Contingency to A8664.4 Code Enforcement; $.04 from A1325.4 to A1325.1;     $2500.00 from A9901.03 to L5031; $4000.00 from Contingent to Fire Dept Reserve; and $.09 from     A1410.4 to A1410.1.

Motion to allow Treasurer and Mayor to attend NYCOM’s ethics workshop made by Trustee O’Connor, 2nd by Trustee Patrick – all voted yes.

Motion to purchase Water Plant mower with a Ferris priced at $6781 made by Trustee O’Connor, 2nd by Trustee Patrick – all voted yes.

The Village needs to get estimates on painting the Trooper Barracks so that can be finished.

Trustee Patrick- Will serve as the liaison for the Fire Department and the Village Board members.

Motion to adjourn meeting at 5:33pm made by Trustee O’Connor, 2nd by Trustee Pierson – all voted yes.
