BOARD OF TRUSTEES MEETING
MINUTES AND ORDER OF BUSINESS


February 10, 2015 in the Public Library Memorial Room.

Present:
Elected Officers - Mayor Ronald A. Frohne II, Trustee Ray Patrick, Trustee Robin Moshier, Trustee Frances Hazelton, and Trustee Warren Leonard.
Appointed Officers - Dayle A. Barra, Clerk & Harriett Geywits, Deputy Clerk/Treasurer

Meeting called to order at 6:02pm by Mayor Frohne, followed by the Pledge of Allegiance.

Motion to waive the reading of and to approve the meeting minutes from 1/28/2015 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

Clerk – Dayle Barra

Ø  Abstract #17 Funds: General $15,245.69, Water $1864.13, Sewer $4954.97, Cemetery $100; total: $22,164.79. Motion to approve Abstract #17 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.
Ø  January 2015 Report. Registrar fees $10, check to Treasurer.
Ø  Motion to adjust February 2015 DOT water/sewer bill to reflect a minimum bill by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.
Ø  Motion to approve WTP/WWTP Power Generation Preventative Maintenance agreement for both generators for 3 years in the amount of $1041.64/year by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.
Ø  Motion to approve use of Memorial Room April 25th for a birthday party by Trustee Moshier, 2nd by Trustee Leonard – all voted yes except Mayor Frohne recused himself.
Ø  Motion to approve waiving fees for the Chamber of Commerce Spring Park use to hold their annual summer concerts by Trustee Hazelton, 2nd by Trustee Patrick – all voted yes.
Ø  Discussed website ideas for enhancing Clerk’s ability to regularly update the site.
Ø  Discussed with the Board the need for a commercial grade printer for the w/s bills.
Ø  January 2015 Fire Department report distributed.

Trustee Moshier – FOIL request from DEC received in office today. Gave Comprehensive Planning Committee update.

Trustee Hazelton – Followed up with FCC radio equipment grants for Fire Department. Also, discussed processes involved for commencement of a zoning amendment. Will contact the Attorney for input and drafting legislation for the Local Law. The Mayor encouraged the Board to familiarize themselves with the SEQRA review process necessary to this.

Motion to adjourn meeting at 6:59pm by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

January 28, 2015 in the Public Library Memorial Room.

Present:
Elected Officers - Mayor Ronald A. Frohne II, Trustee Ray Patrick, Trustee Robin Moshier, Trustee Frances Hazelton, and Trustee Warren Leonard.
Appointed Officers - Dayle A. Barra, Clerk

Meeting called to order at 6:00pm by Mayor Frohne, followed by the Pledge of Allegiance.

Chief Hallock presented each Board member a packet containing three quotes to repair the hydraulic hoses on the American Lafrance Aero Chief fire truck. Motion to authorize repairs for fire truck to Chyle Valley Repair for $4380 as per quote dated 1/22/15 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.

DPW Superintendent Bill Collins attended an OSHA training class and submitted materials to the Clerk regarding emergency response information received from Otsego County. Bill also highlighted several projects he is working when not plowing the streets.

Motion to waive the reading of and to approve the meeting minutes from 1/13/2015 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

Ø  Abstract #16 Funds: General $6990.28, Water $1252.49, Sewer $3079.66, Trust & Agency $103.30; total: $11,425.73. Motion to approve Abstract #16 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes except Trustee Patrick; who abstained.
Ø  Submitted Treasurer notes.

Motion to approve the following transfers by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes except Trustee Moshier; who voted no.

Mayor Frohne – Touched base about the local Health Officer duties and respective pay. More to follow. Authorized Bill Collins to purchase computer for garage under the procurement policy.

Trustee Moshier – Discussion on Ann Street bridge and asking Mike Kress attend a Village meeting to offer any insight as to the state of affairs.

Trustee Hazelton – Followed up on the Stewart’s shop. Motion to proceed with the necessary steps to amend Village Code definition of uses for §275-12 B-1 Districts to include ‘convenient store / gas retailer’ by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes.

Motion to adjourn meeting at 7:26pm by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.
