OF TRUSTEES MEETING
MINUTES
AND ORDER OF BUSINESS
August 27, 2014 in the
Public Library Memorial Room.
Present:
Elected Officers - Mayor Ronald A. Frohne II,
Trustee Raymond Patrick, Trustee Robin Moshier, Trustee Frances Hazelton, and Trustee
Warren Leonard.
Appointed Officers - Dayle A. Barra, Clerk, and
Harriett Geywits, Deputy Clerk/Treasurer
Meeting
called to order at 6pm by Mayor Frohne, followed by the Pledge of Allegiance.
Property Maintenance Hearing
Motion to
declare the following properties a public nuisance and authorize remediation
pursuant to Property Maintenance Code § 207-9
of Village Code by Trustee Patrick, 2nd by Trustee Moshier – all
voted yes:

Division Street
Mr. Estigo of 19 James Street requested the
Board delay property maintenance remediation on his property for reasons
expressed.
Motion
to delay remediation on 19 James Street until the morning of September 2nd
(five days) by Trustee Leonard, 2nd by Trustee Hazelton – all voted
yes.
ZEO report to Board members.
DPW
Superintendent Bill Collins – Motion
to authorize advertising for road repair bids by Trustee Moshier, 2nd
by Trustee Leonard – all voted yes.
Motion
to authorize advertising for 2015 Ford truck bids with specifications per DPW
Superintendent Bill Collins by Trustee Leonard, 2nd by Trustee
Moshier – all voted yes.
Superintendent also shared photos of their
fleet while discussing plans and ideas for them.
Fire
Chief Tom Hallock – Will
get the Mac repaired at this time. The Fire Department roof is in need of
patching and replacement. The Mayor asked procurement policy be exercised by
obtaining necessary quotes and/or estimates prior to Board consideration.
Senior
Department Head Chris Butler – DEC performed SPDES inspection, report to
Board members. Discussed need for welder.
Motion to authorize purchase of Welder for $2189.92 per Airgas quote, and
divide purchase between all 3 departments by Trustee Leonard, 2nd by
Trustee Moshier – all voted yes.
Mr. Juteau returned to meeting hoping for
update on rat infestation complaint filed with the County 5/30/14. The Mayor
will call County Codes directly to inquire.
Motion
to waive the reading of and to approve the meeting minutes of 8/12/2014 by
Trustee Hazelton, 2nd by Trustee Leonard – all voted yes except
Trustee Patrick, who abstained.
Clerk – Dayle Barra
► Abstract #6 Funds: General $5572.53 Water $770.61, Sewer $5271.53, Cemetery $211.88; Total:
$11,826.55. Motion to approve
Abstract #6 by Trustee Leonard, 2nd by Trustee Moshier – all voted
yes.
► Motion to approve Computel Consultants agreement to
initiate utility audit by Trustee Moshier, 2nd by Trustee Hazelton –
all voted yes.
► Motion to
approve Williamson Law Book software agreement for Water/Sewer, Tax Collection,
and Village Clerk programs by Trustee Hazelton, 2nd by Trustee
Leonard – all voted yes.

Two
Cemetery tree request for proposals were read to the Board. Due to varying
degrees between the scope of the work to be done the award will be tabled until
next meeting.

Deputy
Clerk and Trustee Hazelton attended a grant writing presentation by MVEDD
8/22/2014.
Mayor
Frohne –Cary
Road storm water issues were relayed to Mr. Frank Novak, engineer, who will
report back to the Mayor on his findings. Central Paving will take a look at
the E. Lake Street sidewalk cracking. The Mayor met with Sandy Mathis with
Otsego IDA to discuss potential development of property. He will be attending
an upcoming meeting for further discussion.
Trustee
Moshier – Discussed
Treasurer audit proposals, new Spring Park sign, and signage issues around the
Village.
Motion
to adjourn meeting at 8:44pm made by Trustee Moshier, 2nd by Trustee
Patrick – all voted yes.
