SEWER RATE PUBLIC HEARING & BOARD OF TRUSTEES MEETING

MINUTES AND ORDER OF BUSINESS

 

March 27, 2013   Public Library Memorial Room.

 

Public Hearing for ‘Sewer Rate’ called to order at 5:02pm by Mayor Frohne, followed by the Pledge of Allegiance.

 

Resident Cindy Klemm stated the commercial/residential line rates should be the same rate and wished fluoride be eliminated from the water.

 

Motion to adjourn the Public Hearing at 5:08 made by Trustee Moshier, 2nd by Trustee Patrick – all voted yes.

 

Board of Trustees Meeting called to order at 5:08 by Mayor Frohne.

 

Present Officers:

Elected Officers - Mayor Ronald A. Frohne II, Trustee Raymond Patrick, and Trustee Robin Moshier. Not present - Trustee John O’Connor and Trustee Duane Pierson.

Appointed Officers - Clerk – Dayle A. Barra      Treasurer – Donna Wells

 

Resolved, in recognition of Trustee John O’Connor, the Village Board, on behalf of the people of Richfield Springs, would like to publicly offer appreciation for his dedication and commitment while serving as a member on the Village Board for 23 years. Resolution made by Trustee Moshier, 2nd by Trustee Patrick – all voted yes.

 

Motion to waive the public reading of and to approve the March 12th, 2013 Board Meeting Minutes made by Trustee Moshier, 2nd by Trustee Patrick – all voted yes. Motion carried.  

 

Zoning Enforcement Officer – Nothing to report.

     Abstract #19   Funds:   General $36971.39, Water $2976.31, Sewer $4079.42, Trust & Agency $165.28; Total: $44,192.40. Motion to approve Abstract #19 made by Trustee Moshier, 2nd by Trustee Patrick - all voted yes.

     RS Youth Ministry requested a copy of their 2007 Special Use Permit for the building on Ann Street to allow for a School-Aged Child Care Program they are initiating. There was nothing on file in the Village Office supporting such a document and Neal McManus from County Codes furnished the Clerk with what they had on file, which concluded some building/construction processes were omitted in 2007.  The Board asked for an Environmental Assessment Form be completed at this time and they will take measures to ensure they get what they need to carry on with their program.

     Carla Eckler, Co-Chair of the Relay for Life sponsored by the American Cancer Society sent a letter requesting Board involvement in promoting ‘Paint the Town Purple’ in the fashion led last year. The Board consented.

     The Lion’s Club is having their annual Easter Egg Hunt in Spring Park Saturday, March 30th at 11am.

 

Treasurer – Donna Wells

 

     Treasurer asked to attend NYCOM’s Annual Meeting May 5-7th in Saratoga. The Board encouraged it as it is filled with training events and conferences to assist municipalities with ever-evolving challenges.

     Brian Coones, Cemetery Sexton, will be starting Cemetery grounds work as soon as the weather permits. The fence was put up to deter vehicles from entering off season as last week someone drove up in there, had troubles getting through, so tried to back down and left minor damage to the grounds.

     Treasurer shared examples of water/sewer bills where they are not reading so the minimum usage is applied and/or they continue to be estimated and in need replacement. Either way, the result is inaccurate billing/units charged for both the user/supplier. The Mayor will address this.

 

Mayor Frohne – The Village needs ZBA member(s) as well as training for them in light of the recent appeal. Ideally, a Zoning Commission would be one way to go with a Comprehensive Plan to address future zoning.

 

Trustee Moshier – Asked about whether the village website could be recognized as a possible Community Service activity through the School.  Discussion followed. The clerk offered discussing it with the School Coordinator, Mary Beth Wahl.

 

Trustee Patrick – Read some ideas he has come up with on feral cat population management. Mayor Frohne suggested they be forwarded to the Village Attorney for review. He asked about the possibility of having only one Board Meeting a month, as was done in the past. It was tabled until the Organizational Meeting on Monday.

 

Motion to commence an Executive Session for personnel situation at 6:21pm made by Trustee Moshier, 2nd by Trustee Patrick – all voted yes.
