Read the Resignation Letter from Mayor Garbera, dated June 26, 2009.
Trustee John O’Connor – Asked for nominations for the position of Mayor to finish the term until March 2010.
Nomination made by Trustee Ray Patrick to appoint Trustee Ronald Frohne II to
Mayor position. Trustee John O’Connor 2nd, the motion.
Trustee Patrick, yes, Trustee O’Connor, yes, and Trustee Kurkowski, Yes.
Trustee Frohne was then sworn in by the Clerk and took over as Mayor and
continued with the meeting at 7:15 pm.

a. Discussion as to changing from 2 signatures needed on checks, to 1 signature
needed which would be the treasurer, with the authorization for the deputy
treasurer as well as the Mayor in the absence of the treasurer. Motion made
by Trustee Kurkowski, 2nd. by Trustee O’Connor. Trustee Kurkowski, yes,
Trustee O’Connor, yes, Trustee Patrick, yes. Mayor Frohne voted no. motion
carried.
Trustee Ray Patrick – nothing at this time .
Guests:
Barbara Wahl Shypski- wanted to know why the Rotary Club could not use the Library driveway this year. After discussion about the construction that could be going on at that time and no stakes to be put in the blacktop, was decided that the club would use the parking lot. No one is to cross into the area of construction, and if so, the Village is not responsible for any injuries that might occur.
Ken Dreis- wanted to know if workers compensation had to be paid for part time employees. Attorney Cavic advised him to check with Otsego Co. Workers Comp.
Lori Bond- no business to discuss.

Chris Butler: Sewer Plant
a. DOL – Bob and Chris went to Fly Creek for Respiratory Test, full face mask needed.
b. Ordered parts for clarifier, 2 months
c. DEC.at WWTP on 6/19/09. to renew permit. No changes to be made. Possibly
might have to bypass, if so must be tested that same day, will be Lab.costs.
d. Kevin O’Connor suggested to check into Natural Gas for WWTP. Meeting set for
6/24/2009 with NYSEG at plant.
e. Bob Graepple has all paper submitted to DEC for test.
f. Chris Butler will meet with Pat Hyde on 8/26/2009 to check baffles in tank.
Adirondack cleaned out the tank. Weber not doing it anymore.
g. Lamont Engineering says things are progressing nicely with project.
i. WWTP has 6000 gal. tank for phosphorus removal. Tank due for inspection, cost is
$2500.00 to 3000.00 to inspect. Would like to replace this tank with 7-8 275 gal.
tanks at $75.00 per tank. Motion made to purchase 7-8 275gal. tanks at $75.00 per

1st. Doug writes ticket, appear before judge.
2nd. If no response for lawn maintenance within time frame, village will hire contractor
and bill will go to property owner. Charge for lawn maintenance is $75.00.
3rd. Any unsafe structures Doug will notify the County.
b. Tractors- not agricultural area, must remove.
c. Difficult finding some numbers on houses, not posted.
d. Getting a lot more complaints on stray dogs.

report suppose to be given to village, and quarterly report, also what was money
invested in? Donna will set up special meeting with the boards approval for July 15th,
2009, at 9:00 am.

b. Asked if lights could be put on Library building. Dusk to dawn lights. 1 light on side

d. Complaint from resident about a backhoe being in another’s driveway. Was stated

keeping him on to work with Jim Malinowski for 18 hrs.a week. Motion made by

a. Discussion on employee’s uniforms and contract with Cintas. 3 emp. would prefer to keep uniforms and 4 would not. Concern about identification. Tabled until next meeting.
b. Clarifier at WWTP needs replacement ASAP. Cost, $11,000.00. Will be part of stimulus package, but need it now. Motion Trustee Kurkowski, 2nd. by Trustee Frohne, Trustee Patrick voted yes.
c. Water plant, chlorine, large black tank, state inspection, cost $5000.00. Going to do away with large tank, and use small containers so no inspection
necessary.
d. FYI - Water and sewer broke even.
e. Discussion on request for Community Development Funds.
f. Meeting with school scheduled for June 16, 2009 at 7;00 pm. All board
members will attend unless they notify the clerk otherwise.

Understands the fee, just would appreciate if people were notified when changes

Asked about yard waste pickup for months after June. Was informed residents
could take to transfer site.
Concerned about barn on Russian house property that is half fallen down, and
building on corner of Main St. and River St. Very poor condition.
3. Wayne King – work on Hyde St. Bridge on 6/15/2009.
Also wanted to congratulate the village on the hard work done for stimulus
package.

a. Discussion on employee’s uniforms and contract with Cintas. 3 emp. would prefer to keep uniforms and 4 would not. Concern about identification. Tabled until next meeting.
b. Clarifier at WWTP needs replacement ASAP. Cost, $11,000.00. Will be part of stimulus package, but need it now. Motion Trustee Kurkowski, 2nd. by Trustee Frohne, Trustee Patrick voted yes.
c. Water plant, chlorine, large black tank, state inspection, cost $5000.00. Going to do away with large tank, and use small containers so no inspection
necessary.
d. FYI - Water and sewer broke even.
e. Discussion on request for Community Development Funds.
f. Meeting with school scheduled for June 16, 2009 at 7;00 pm. All board
members will attend unless they notify the clerk otherwise.
Guests:
1. Joseph Nicolosi – to discuss water/sewer fee for turn on and off when goes south.
Understands the fee, just would appreciate if people were notified when changes
are being made.
2. Gerry Zavitch – asking about fence ordinance. Discussion, if not covered in village
codes, then follow state codes.
Asked about yard waste pickup for months after June. Was informed residents
could take to transfer site.
Concerned about barn on Russian house property that is half fallen down, and
building on corner of Main St. and River St. Very poor condition.
3. Wayne King – work on Hyde St. Bridge on 6/15/2009.
Also wanted to congratulate the village on the hard work done for stimulus
package.
4. Francis Estigo – no business to discuss.

1) Tabled: ZBA members being compensated for services until June 9th, 2009 mtg.
After discussion, was decided that this issue needs to be addressed at next
budget hearing.
