VILLAGE OF RICHFIELD SPRINGS
BOARD OF TRUSTEES MEETING
MINUTES AND ORDER OF BUSINESS

August 12, 2014 in the Public Library Memorial Room.

Present:
Elected Officers - Mayor Ronald A. Frohne II, Trustee Robin Moshier,Trustee Frances Hazelton and Trustee Warren Leonard. Not present -Trustee Raymond Patrick.

Appointed Officers - Dayle A. Barra, Clerk, and Harriett Geywits, Deputy Clerk/Treasurer

Meeting called to order at 6pm by Mayor Frohne, followed by the Pledge of Allegiance.

Property Maintenance Hearing

Motion to not order remedy of McNair parcel on River Street in anticipation of prospective new owner and table property maintenance hearing of such until next Board Meeting by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

ZEO report to Board members.

Dog Control Officer Mark Yerdon – Reported on call received from outside the village of a stray dog. Informed he could only respond to stray dogs in the Village. Town dog control officer, David Weiss, was phoned and not available. As a result, the dog was dropped off in the Village for Mr. Yerdon to tend. The Town Clerk, Monica Harris, will be notified, as this is an ongoing issue as addressed by letter from the Village Board over a year ago.

DPW Superintendent Bill Collins – Motion to authorize repair of turbo in 2005 F350 Dump Truck at estimate submitted of $1742.85 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.

The prospective homeowner on Woodside Avenue will contract directly with excavating company for the purpose of a new sewer tap to that property providing the company files liability insurance with the Village and DPW inspection to follow completion of the line tap.

Mrs. Mary-Jo Furner, Mr. Dan Meehan and Mr. Chuck Furner attended the meeting due to the water damage to the driveways and street flowing from Village-owned property in Cary Park. Photos were submitted to the Clerk depicting the magnitude of the destruction. Ideas were exchanged for repair and DPW Superintendent, Bill Collins, suggested piping reconstruction to redirect flow. The Board agreed to allow him to proceed as the cost at hand would be about $350. Mr. Meehan ultimately thinks flow of surface water should be diverted to Walnut Street to the river.

Mrs. Cindy Klemm commented her hope that diverting water flow from Cary Road to Walnut Street would not remedy the problem there and create another problem elsewhere.

Motion to waive the reading of and to approve the meeting minutes of 7/30/2014 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.

Clerk – Dayle Barra

     Abstract #5 Funds: General $10,694.99 Water $795.58 Sewer $6503.06, Cemetery $2662.04; Total: $20,655.67. Motion to approve Abstract #5 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes.
     July 2014 Monthly Report: Clerk fees $24, Registrar fees $50; total $74.
     Property tax collection is $510,952.85, to date.
     Motion for budget transfer $21.90 from A1680.5 to A1325.4 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.
     Computel Consultants, a NYCOM USA program offers municipalities audits to secure refunds of possible utility over-payments (charges) and/or underpayments of Gross Utility Tax revenues. The company is paid only upon a refund and does not charge for this service, should a refund not be secured. The Board asked the Clerk to get Village attorney input prior to engaging in this service.
     The Library front doors were sanded and stained over the weekend by Tom Cline of Otsego Pro Painting in Richfield Springs.
     Carmela Chiodo submitted a written request for putting an info booth in Spring Park. She was asked to get specific details such as size, duration, etc. so the Board could make a determination.
     Cell phones contracts still in processing stage.
     June & July 2014 Fire Department Report distributed.

Deputy Clerk/Treasurer – Harriett Geywits

     Cemetery tree project is to include the stump grinding and removal, as well as filling any holes.
     Asked about repairs to the Village Clock. Referred to Mr. Larry Jouben.

Mayor Frohne – Further continued discussion on the Cary Road storm water issues. Ideally, an engineer needs to ascertain the scope of storm water solutions and Chris Butler will ask Mr. Frank Novak of McManus Engineering, a specialist in that arena, for input.

Trustee Moshier – Motion to pay Senior Department Head, Chris Butler, his annual stipend quarterly by Trustee Moshier, 2nd by Trustee Leonard – all voted yes.

Trustee Leonard – Concerns about how to prevent vehicles from driving around gate at Allen Lake. Also, the sidewalk cracking on East Lake road could be prevented with expansion joints, which were not in place from CNY Paving Company. They will be contacted.

Trustee Hazelton – The Civil War enlistee roll is up at the Museum, which is now open weekends. Also, received word on FCC grant and will enlist the aid of Trustee Moshier and Village Office in grant writing.

Meeting called to order at 6pm by Mayor Frohne, followed by the Pledge of Allegiance.

Property Maintenance Hearing

Motion to declare the following properties a public nuisance and authorize remediation pursuant to Property Maintenance Code § 207-9 of Village Code by Trustee Moshier, 2nd by Trustee Leonard – all voted yes:

ZEO report to Board members. A letter will be sent to the properties that were granted temporary on-street parking reminding them the grace period will not continue into the winter season. A notice will also be put in the paper to advise property owners to provide off-street parking for seasonal use when parking on the street is prohibited.

Fire Chief – Tom Hallock discussed the air tanks purchase and the 1988 Mac Truck (pumper) that needs to be replaced by a new pumper, roughly in the ballpark of $250k. The Fire Department responded to 70 calls during the month of July.

DPW Superintendent – Bill Collins received two quotes for grinding the brush pile. Motion to authorize up to $5000 to Clifton Recycling, Inc. to grind brush pile per quote dated 7/16/14 by Trustee Leonard, 2nd b Trustee Hazelton – all voted yes.  Motion to approve purchase of fume extractor used when welding from Airgas USA, LC for $1807 per quote dated 7/24/14 by Trustee Leonard, 2nd by Trustee Patrick – all voted yes.

Motion to waive the reading of and to approve the meeting minutes of 7/8/2014 by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes except Trustee Patrick, who abstained.

Deputy Clerk/Treasurer – Harriett Geywits

     Motion to approve Cherry Valley Memorials quote for repairing cemetery stones for $4435 from Cemetery Fund by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes.
     Motion to approve following transfer by Trustee Moshier, 2nd by Trustee Leonard – all voted yes.
$21.90 from A1325.4 Treasurer Contractual to A1680.5 Bank Fees
     Motion to approve Mayoral appointment of Harriett Geywits as Village Historian by Trustee Hazelton, 2nd by Trustee Moshier – all voted yes.

     Abstract #4 Funds: General $18,204.91 Water $2754.15 Sewer $5582.84, Cemetery $402.13, Trust & Agency $165.28; Total: $27,109.31. Motion to approve Abstract #4 by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes except Trustee Patrick, who abstained.
     Motion to approve Trustee Moshier attending Abandoned Property Summit for $25 as outlined in brochure by Trustee Hazelton, 2nd by Trustee Leonard – all voted yes except Trustee Moshier, who abstained.
     Motion to approve adding DPW Overtime to 35 James Street property maintenance invoice by Trustee Moshier, 2nd by Trustee Leonard – all voted yes
     RFP for Cemetery trees will be advertised with a work completion date of November 1, 2014
     Comprehensive Planning Committee minutes received in office from meeting of July 17, 2014.
     June 2014 Profit & Loss and Balance Sheet to the Board.
     Treasurer filed for an AUD 30-day extension.
     NYS 45 Payroll report was not filed in March this year. Current Treasurer since filed it and will ensure no penalty fees are assessed.

Mayor Frohne – Motion to approve CDPHP health care renewal for current plan as outlined by Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.  Motion to approve air tank purchase for four annually at $745 by Trustee Leonard, 2nd by Trustee Moshier – all voted yes. The Mayor will contact Mr. Nicolosi letting him know the Village is not liable for his recent septic issue on his property.

Trustee Patrick - Discussion with Bill Collins regarding the request by JGB to replace the current double sidewalk in front of the Gladstone building on Main Street and have steps leading to each entrance instead. The Board agreed there are no zoning regulations regarding that, and they may proceed.

Trustee Leonard – Motion to offer Jim Malinowski part-time, as-needed employment at wage rate at time of retirement by Trustee Moshier, 2nd by Trustee Patrick – all voted yes except Trustee Leonard, who voted no. Village Clerk and Village Historian will research vault units that fit the needs of historical/important needs and advise the Board accordingly.

Trustee Hazelton – As the Village is still commemorating the 150th anniversary of the Civil War, the enlistment roll in memory the area men who served as donated by Thomas R. Proctor in 1911, needs repair. Motion to allow the repair of the memorial and display as such at the Richfield Springs Museum from September 10th through October by Trustee Hazelton, 2nd by Trustee Moshier – all voted yes. FCC radio grant for Fire Department written and submitted and will update accordingly on the status.

Trustee Moshier – Received one proposal for auditing services so far. Will set a date with the Mayor to meet with Brandon Dawley for website updating. The Trustees will each receive a copy of Employee Policy Handbook once used by the Village to make individual notes/updates in effort to implement a new one. The Mayor will call McManus to look at cracked sidewalk for possible remedy options. The Library windows that remain with bars may need to be replaced if they cannot successfully remove bars without breaking the windows.

Trustee Moshier also shared thoughts on signage management and the need to readdress the feral cat situation in the near future.

Motion to adjourn meeting at 8:41pm made by Trustee Moshier, 2nd by Trustee Hazelton – all voted yes.
