VILLAGE OF RICHFIELD SPRINGS
BOARD OF TRUSTEES MEETING
MINUTES AND ORDER OF BUSINESS

May 29, 2013 in the Public Library Memorial Room.

Board Meeting called to order at 6pm by Mayor Frohne followed by the Pledge of Allegiance.

Present:
Elected Officers - Mayor Ronald A. Frohne II, Trustee Raymond Patrick, Trustee Duane Pierson, Trustee Robin Moshier, and Trustee Frances Hazelton.
Appointed Officers - Clerk – Dayle A. Barra      Treasurer – Donna Wells

Motion to waive the reading and to approve the April 24th, 2013 Board Meeting Minutes made by Trustee Hazelton, 2nd by Trustee Moshier.  Trustees Patrick, Moshier, Hazelton, and Mayor Frohne all voted yes. Trustee Pierson abstained. Motion carried.

Motion to waive the reading and to approve the May 14th, 2013 Board Meeting Minutes made by Trustee Pierson, 2nd by Trustee Patrick.  Trustees Patrick, Moshier, Hazelton, Pierson and Mayor Frohne all voted yes. Motion carried.

Zoning Enforcement Officer – Not present.

Jackie Hinckley from the Richfield Springs Community Center requested the Board to regulate the RS Summer Celebration Parade on August 10th. The Board has been advised previously to decline due to insurance liabilities and tabled the idea until the next meeting on June 11th.

Robert Moshier, ZBA secretary, reported on the SEQRA class he recently attended.

  • Abstract #23   Funds:   General $3859.16, Water $251.07, Sewer $1387.40, Cemetery     $430.49; Total: $5928.12. Motion to approve Abstract #23 made by Trustee Pierson, 2nd by     Trustee Hazelton. Trustees Pierson, Patrick, Hazelton, Moshier and Mayor Frohne all voted     yes. Motion carried.
  • Little Lamb Preschool held an event in the Park May 24th and the post event walk-through reported     no damage whatsoever. Their deposit will be returned in full. Motion to pay an employee $25 for     each event inspection performed made by Trustee Pierson, 2nd by Trustee Patrick – all voted     yes.

  • Motion to accept McManus engineering services for the sidewalk/curb replacement project      for West Lake Street for $5300 made by Trustee Pierson, 2nd by Trustee Moshier – all voted     yes.
  • Motion to allow Treasurer to write a check for $150 for tax collection petty cash drawer made     by     Trustee Pierson, 2nd by Trustee Moshier – all voted yes.

Mayor Frohne – Commented on how nice the Memorial Day Parade was and the new fire department uniforms. Also, he wanted to bring to light the possibility of a petition for village dissolution/consolidation that may get circulated. It is important that Village Officials and residents understand the repercussions of such and, accordingly, not sign anything if they are not informed.

Trustee Pierson – Has concerns, along with the other Trustees, of the neglected property maintenance by ZEO who has, to date, not turned in any violations despite resident complaints and the overall obvious need to do so. He also let the Board know damage has been done to a storm drain on Center Street near James Street. It is being repaired and the cause of the damage will be ascertained.

Trustee Moshier – Suggested the Board initiate a Comprehensive Plan Committee and the Board agreed that it should consist of interested parties not serving on the Village Board.

Trustee Hazelton – Agreed the Parade was enjoyable.

Trustee Patrick –The bandstand light needs to be adjusted to shine on the American Flag. Questioned why the FD cleans town bridges without requesting or advising the Village Board.

Motion to go into an Executive Session at 7:49pm for personnel issues made by Trustee Pierson, 2nd by Trustee Moshier – all voted yes.

Motion to adjourn Executive Session at 8:04pm for personnel issues made by Trustee Pierson, 2nd by Trustee Moshier – all voted yes.

Motion to advertise for a Zoning Enforcement Officer in the Daily Star and Pennysaver made by Trustee Pierson, 2nd by Trustee Moshier – all voted yes.

Motion to adjourn meeting at 8:27 made by Trustee Pierson, 2nd by Trustee Moshier – all voted yes.
