OF TRUSTEES MEETING
MINUTES
AND ORDER OF BUSINESS
October 29, 2014 in the
Public Library Memorial Room.
Present:
Elected Officers - Mayor Ronald A. Frohne II, Trustee
Raymond Patrick, Trustee Robin Moshier, Trustee Frances Hazelton, and Trustee
Warren Leonard.
Appointed Officers - Dayle A. Barra, Clerk and Harriett Geywits, Deputy Clerk/Treasurer
Meeting
called to order at 6:00pm by Mayor Frohne, followed by the Pledge of Allegiance.
Property Maintenance Hearing
Motion to
declare the following properties a public nuisance and authorize remediation
pursuant to Property Maintenance Code § 207-9
of Village Code by Trustee Moshier, 2nd by Trustee Leonard – all
voted yes:
7 Dow St. 9 Park St. 6 Park St. 119 Main St. 15 River
DPW
Superintendent Bill Collins – Motion
to authorize the repair of the 800 truck plow in order to pass NYS Inspection by
Trustee Leonard, 2nd by Trustee Hazelton – all voted yes.
Motion to
authorize expense of $1900 as estimated by George Eissler for a new overhead
garage door for the DPW by Trustee Leonard, 2nd by Trustee Moshier –
all voted yes.
Mr. Juteau reported nothing has been done with
his neighbor with the rat situation, as the County referred the matter to Adult
Protective Services.
Mr. House submitted a letter to the Mayor. The
Mayor requested the Clerk make copies for the Board and file, accordingly.
Motion to
waive the reading of and to approve the meeting minutes of 10/14/2014 by
Trustee Patrick, 2nd by Trustee Moshier – all voted yes except
Trustee Leonard; who abstained.

#10 Funds: General $6701.60, Water $1252.33, Sewer $1850.29, Cemetery
$102.50, Trust & Agency $103.30; Total: $10,010.02. Motion to approve Abstract #10 by Trustee Moshier, 2nd
by Trustee Leonard – all voted yes.

Property
Tax Collection, to date, $534,278.44.
Ø
Motion to return all
unpaid property taxes to Otsego County by November 7th by Trustee
Moshier, 2nd by Trustee Hazelton – all voted yes.
Ø
Trooper
Barrack’s received approval from the State to proceed with generator request
from last year. They will submit request with current estimates and terms.
Ø
RSCS
sent letter to Board informing them of possible School-based Health Center on
campus.
Ø
Treasurer
audit performed on 10/28. Reports to follow.
Ø
Treasurer’s
notes submitted. Motion to authorize the
following transfers by Trustee Hazelton, 2nd by Trustee Moshier –
all voted yes.

Ø Updates to the Board,
including the Clock repair done by Ken’s Clocks and paid for by Mr. Larry
Jouben. The Board expressed their gratitude.
Mayor
Frohne – Shared
the draft Corrective Action Plan to be submitted in response to the Justice
Audit. Discussed the estimate of $2000.00 to repair WTP truck parking break
submitted by Tom Shypski. Procurement Policy states two estimates are required.
The Board will compare estimates when made available to them.
Trustee
Moshier – Asked
Bill Collins about the status of the Main Street water line leak. Bill
confirmed this had been corrected.
Trustee
Patrick – DPW
will look into providing a secondary water line in the spring for use by the
Garden Club in Spring Park.
Motion to
commence Executive Session for Personnel discussion at 7:11pm made by Trustee Moshier,
2nd by Trustee Leonard – all voted yes.
Motion to
adjourn Executive Session at 7:55pm made by Trustee Moshier, 2nd by Trustee
Hazelton – all voted yes.
Motion to
adjourn meeting at 7:55pm made by Trustee Moshier, 2nd by Trustee Hazelton
– all voted yes.
